One such program that already does this is MusicBrainz Picard, so it is possible.

Can you give me some specific examples of which fields you want to translate

First off, I would want this option to be not checked by default. Some fields I would consider would be song names, artist names, and album names. But I would want there to be check boxes besides each one as to indicate which ones you would want translated --- and I would have no checked boxes by default for each field --- even if you select "translate foreign fields" --- so that you would be forced to choose. And I didn't mention genre, because I'm assuming the genre is already in English, even for foreign music.

I'm not really sure --- that's a technical thing. All I know is that it's possible becasue MusicBrainz Picard has an option to "translate foreign artists, if possible." (I'm not saying Picard is better in general in any way, though.)
